Namibia Red Cross Society - Annual
General Meeting
The 8th Annual General Meeting
of the Namibia Red Cross took place on November 15th,
2008 at Roof of Africa Conference Centre in Windhoek.
Participants in the AGM included members of the Governing
board and two additional members of the Regional boards.
The AGM is the highest authority of the
National Society and has the following powers. It approves
mission, vision, policies that govern the National society;
it approves strategic plans, annual reports and audited
financial statements; it determines the amount of
subscriptions; it approves the statutes (subject to the
approval of the joint ICRC/IFRC commission) and ensures that
internal regulations are up to date, and monitors the
compatibility of relevant national laws with the objectives
of the Red cross and Red Crescent Movement. In addition
members at the meeting have the power to elect the
chairperson, 1st and 2nd Vice
chairpersons and the Treasurer of the Governing Board and
appoint the auditors.
Speaking at the event, governing board
Chairperson Mr Andimba Toivo ya Toivo marked the importance
of the AGM as a forum that gives the NRCS an opportunity to
look at some key strategic developmental issues, rules and
policies and other issues that impact the work of Red
Cross.
The Head of Southern Africa Zone office
based in Johannesburg Ms Francoise Le Goff who was invited
to attend the AGM, acknowledged the challenges that had
faced the NRCS and also commended the NRCS for their
dedication and hard work and for what the NRCS have achieved
so far. Ms Le-Goff further expressed gratitude to the NRCSs
governing board for taking a step into strengthening the
National Society in focusing on service delivery and
maintaining the integrity of Red Cross.
The Head of Zone stressed that although
Namibia Red Cross is a young society (16 years) with a lot
of young member is very dynamic and devoted. She however
said in 2007, the national society went through an internal
leadership crisis like in many organisations. Today I am
really impressed by the amazing recovery process that went
on, but still the society is convalescent and need further
attention. To this regard, the Federation continues to offer
the full time presence of a Country Representative whose
role is to coach and guide the new leadership through this
period she said.
She further urges the NRCS to work hard
and continue expanding membership in order to attract more
people. Le Goff also emphasised the importance of
partnerships and relationship between people, quality
programmes, training, capacity building, planning and
reporting, teamwork and respect as the most important
ingredients for success.
As is the custom, the next General
Meeting will take place next year, date to be announced
soon. The AGM meets every year in ordinary session at a time
and place determined by the previous General Assembly, or by
the Governing Board acting under the authority delegated to
it by the General Assembly. It meets in extraordinary
session on the initiative of the chairperson in agreement
with the Governing Board or at the request of one-third of
the members of the General Assembly.
